Professional and Confident

Marine Corps veteran JC Navarro is running for the Commissioner of the Revenue for the City of Fredericksburg. Motivated by a deep commitment to public service and community trust, Navarro hopes to ensure continued excellence and accountability in the office that serves as the backbone of the city’s local revenue system.

As a proud resident of Fredericksburg, Navarro brings with him 26 years of experience in finance and administration. During his service, he managed multimillion-dollar and complex budgets, ensuring financial compliance across a wide range of operations. Navarro is currently employed by the Headquarters, U.S. Space Force, as Deputy Chief for Military Compensation and Benefit Policy.

Invested in Family and Community

Navarro and Banny, a dedicated public-school teacher at Rodney Thompson Middle School in Stafford, have raised their two daughters in Stafford and Fredericksburg. Their youngest currently attends the University of Virginia, pursuing a degree in Economics, while their oldest is a graduate of New York University with a Bachelor of Arts in Biology and is currently applying to dental school. The Navarros have lived in Twenty Nine Palms, California; Guantanamo Bay, Cuba; Tampa, Florida; Okinawa, Japan; Yuma, Arizona; Kaneohe Bay, Hawaii; and Stuttgart, Germany – but having spent most of their time in Virginia, they now feel deeply rooted in Fredericksburg and proud to call it home.

“We are genuinely invested in this community. I understand the importance of ensuring that all residents — whether long-time homeowners or new small business owners — feel heard, respected, and fairly served.

As he enters his campaign for the Commissioner of the Revenue, Navarro looks forward to listening to residents, meeting more neighbors, learning their concerns, and sharing his vision for maintaining transparency, fiscal responsibility, and community engagement in the office.

As a federal employee, I am nonpartisan,

and I believe it is important for the City of Fredericksburg “Commissioner of the Revenue” to be nonpartisan, to ensure fair, unbiased administration of tax laws and equitable service to all citizens, regardless of political affiliation.
